<p>PATH/Allegheny has filed for a Special Exception with the Frederick County Planning Commission and the Frederick County Board of Zoning Appeals.  The Planning Commission will hold a hearing on <strong>Wednesday, September 15th </strong>on the consistency of the &#8216;Kemptown Substation&#8217; with the Frederick Comprehensive Plan.  The Board of Zoning Appeals will hold hearings on <strong>Wednesday, September 29th</strong>.  Allegheny will present its case, then “parties recognized by the board” can cross-examine and give testimony. Individuals will have four minutes to speak as well.</p>

<p>In a nutshell, the proposed location of the substation is zoned to be agriculture and the size, etc., of the substation is such that, if they want Frederick County’s approval to build it, they’re going to need to get an exception.  We’ll provide more details as they become available and will also provide you with information on things you can do to help prevent this.   One thing is for certain.  <strong>We need as much community involvement as possible at these hearings.</strong> Tell your neighbors, your friends, your family, your coworkers, and anyone else you can think of.  Plan to take the days off if at all possible.  The hearings will be in Frederick.  Please mark these dates on your schedules.</p>

			<content:encoded><![CDATA[<p>The Maryland Public Service Commission (PSC) will be conducting a hearing on <span style="color: #ff6600;">Tuesday, March 2<sup>nd at 10am</sup> </span>at the William Donald Shaefer Tower, 6 Saint Paul St. in Baltimore, MD.  In short, the purpose of the hearing is to have PJM (the regional entity whose members provide electricity in the mid-Atlantic area and beyond) to update the commission on potential gaps in capacity/reliability that might exist in Maryland between now and 2016.</p>
<p>Why this matters to us:</p>
<p>If PJM is not able to show credible evidence/analysis that there will be gaps in reliability in Maryland between now and 2016, then it is possible (maybe likely) that the PSC will not accept the application that Potomac Edison (i.e. PATH), submitted in December 2009.  It’s possible the PSC would direct PATH to submit another application only when they can show sufficient need.<span style="color: #ff6600;">If you aren’t able to make the trip to Baltimore on March 2<sup>nd</sup>, don’t forget that we are having a community meeting on March 4<sup>th</sup> at the Providence United Methodist Church on Kemptown Road at 7:00PM.  We’ll share what happened at the hearing there.</span></p>
